I think it's missing a key point; and that being the Pakistan authorities might be ignorant of the existance of such violence eminating from within their country. Even if it is from outside, it still exists there.

Why the small and poorly organised police escort for the cricketers?

Was the Government and its authorities simply in denial about the risks?
