Yes, well. That's certainly one way to say “Occupying tyranny prepares to mercilessly crush anyone in conquered country who dares point out ‘we never wanted the Chinese to murder and displace us, and please stop killing us for saying so’.

It's the average Tibetan punter I feel sorry for, I have little to no sympathy for the Dalai Lama. China invaded at a time when several nations were labelling Tibet one of the most violently oppressive countries in the world. Under the theocratic rule of the monks, slavery and mutilation were rife. The entrenched kidnapping and rape of young boys by monks was systemic. The Tibetan people went from one tyranny to another. If it wasn't greedy and self-interested monks, it was the Chinese. I think Tibet really needs a third solution right now. Get China out to be sure, but let's not see a return to theocracy.
