Heh. The lack of a welcoming environment in the free-software / open-source-software world is a major issue - one of the symptoms of that is major feminist issues which people are currently being noisy about (which is good).
No software project is ever complete until it's fully decommissioned and nobody ever intends to use it ever again. :-) That's professional advice right there.
Nothing is ever "ready" - just sufficiently fit for current purpose.
So for the purposes of open source - I'd recommend going with somewhere like sourceforge and just putting the whole kit onto there, and potentially looking at putting modules as appropriate onto CPAN, CTAN etc as a separate task later.
